He was born in 1971 in the village of Kalecik located within the boundaries of Tuşba District. After completing his primary education in Van, he finished secondary and high school education in Kastamonu. Then, he began studying biology in the Faculty of Arts and Science at Yüzüncü yıl University in 1989 and garduated in 1993. He completed his MA degree in 1995 and PhD in 1999. Working as a lecturer in the department of biology, Faculty of Science Özgökçe received the title of assistant professor in 2002 and received the title of Associate Professor recently. Özgökçe has four children and speaks fluent English.
In the fields of ecology, environment, biological diversity, plant systematic, vegetation, ethno botany and ecotourism; he has got 57 articles, published in 45 international and 12 national journals, and total of 152 studies 95 of which are presented in international and national symposiums. He has attended natural and international workshops with the topics of nature conservation, bio-diversity, environment protection and he has studied on the solutions of them. So far, he studied on 26 (2 international, 24 national) research projects. Between the years 2007-2011, he was Directorate of Environmental Problems Research and Application Centers (VANCAM) Yüzüncü Yıl University and the president of the Association of Research on Biological Diversity (BIYOCAD). He graduated 2 doctoral students and 5 MA students; to identify problems and solutions, he supported many committees and working groups in national and international areas about Turkey, Eastern Anatolia Region, and in particular the Van Lake basin.
